The Seattle Chapter of the Japanese American Citizens League served as the voice of the Nisei (second generation Japanese). Photographer and civic leader Elmer Ogawa was born in Seattle in 1906 of Japanese and German-Irish parents. He served in the United States Army during World War II. Ogawa was a freelance photographer, especially of Seattle's International District, and a journalist. He was active in the Seattle Japanese American Citizens League, 1945-1971; the Nisei Veterans Committee, 1949-1969; and the Jackson Street Community Council, 1952-1966. Ogawa died in 1970.
